When central command wants rules to be ignored, the language used will include the phrase, “By all means necessary.” Even though headquarters is tacitly endorsing unapproved practices, there is no confusion about who will take the fall – the field agent. In The Decoy, a partially clad operative sits on a bed, her mission fulfilled. We can only wonder if she broke the cardinal rule. “
