It takes months or years of careful grooming, but when someone new agrees to spy on another country for you, it is cause for great celebration. The process of recruitment is over when he first brings you information you seek, and when he first accepts payment for his disloyalty. Headquarters will acknowledge the victory with a cable of congratulations which in the field is metaphorically known as a “cocktail.” The kudos is nice, but soon it will be business as usual.”
