Nothing unites spies more quickly than a common enemy, and here we see spies from different parts of the world huddling together to explore cooperation. They’ve skipped the well lighted main entrance in favor of a door less noticeable. Tomorrow they may be shooting at each other, but today they’re associates. They are a cabal.
